About the Position:
You will serve as a Group Chief in the Ground Combat Systems R&S Directorate Armor and Recovery Division. The US Army Tank Automotive and Armaments Command is responsible for providing world-class affordable, relevant and sustainable ground combat vehicles. With a focus on developing current and future systems is leading the production and management of all combat vehicles for the Army.
Duties
Provide analysis, advice, and control in the financial management and budget execution of Procurement Appropriation Army (PAA), Army Working Capital Fund (AWCF) and Operations and Maintenance (OMA) programs.
Manage, direct, plan, and coordinate through subordinate managers, supervisors, and team leaders, a large group of employees.
Communicate at meetings with representatives from higher echelons, including Senior Executives and General Officers; including the preparation of briefings and decision papers on program related issues.
Assign work to subordinates and provides technical oversight.
Identify developmental and training needs of employees and provides/arranges for development/training.
Provide overall direction in the development, evaluation, control, and interpretation of logistics policies and procedures for all assigned Weapon System Programs and operations
Perform analysis of logistical problems and recommend solutions.

This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Life Cycle Logistics) certification within 48 months as of entrance on duty.
- Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret security clearance.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights
- This is a Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- This position is Critical Acquisition Position. Incumbent must meet the requirements for CAP. Note: Acquisition Corps membership is no longer required for Critical Acquisition Positions (CAP) and requests for waivers will no longer be excepted.
- This position has a Temporary Duty (TDY) or business travel requirement up to 25% of the time.

In order to qualify, you must meet the experience requirements described below. Specialized Experience:Applicant must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) level in the Federal Service which includes: (1) Providing overall direction in the development and interpretation of logistics policies and procedures for assigned Weapon System Programs; (2) Interpreting technical policy, procedures and regulations to ensure adherence to schedules and priorities; (3) Serving as a supervisor making adjustments, modifications and revisions to meet objectives to execute complex, logistics programs; (4) Briefing leadership or key officials on program status and evaluate policies of new logistics support missions or programs; AND (5) Directing the development, execution, and review of formal program and workload forecast schedules/ programs consistent with established plans and policies.
This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13).

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
