About the Position: This position is located at the US Army Tank - Automotive & Armaments Command, Program Manager Light Armored Vehicles Office (PM LAV) in Warren, MI. PM LAV is a U.S. Marine Corps Board Select 0-6 program staffed by Department of Army Acquisition Professionals.
Duties
Manages the development of new supply and maintenance concepts for new items and logistical support to CONUS, overseas commands, and foreign countries.
Formulates broad policies and objectives for execution of supply, maintenance, and training programs by supporting installations in support of research, development, procurement, and production.
Identifies new program requirements and provides for the development of plans for integration with current total mission.
Adjusts objectives and goals in relation to mission and utilization of resources in relation to objectives and goals to attain an effective balance between current and anticipated requirements.
Develops and assesses systems deployment plans to assure that distribution and support planning for items of new equipment is substantive and accurate.
Directs development of all training programs and training aids, special support equipment and assures delivery as required by the training agency.
Represents the Product Manager/Director at high level conferences or meetings with representatives of DA, other services, foreign countries and private industry.
Furnishes technical advice on the adequacy and/or feasibility of proposals and recommendations and approves policy and managerial changes for resolution of problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret security clearance.
- This position requires submission of the Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights
- The duties of this position require occasional temporary duty (TDY) travel.

- This is a Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

Specialized Experience:
In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: 1) Managing the development of new supply and maintenance concepts for new items and logistical support to customers and other federal agencies. ; 2) Conducting appropriate cost analyses to validate the product support strategy; 3) Developing appropriate performance metrics for product support arrangements and product support functions; 4) Directing the development of life cycle product support documentation for assigned projects; 5) Formulating policies for execution of supply, maintenance, and training programs in support of research, development, procurement, and production and fielding; and 6) Assessing organizational strengths and weaknesses and supporting open relationships, team building, feedback, and related productivity factors.
This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13).

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
