You will serve as Head of the Non-Commercial Division of the Counter Narcotics Department in the Kennedy Maritime Analysis Center (KMAC), providing leadership to and management of KMAC's Non-Commercial-focused maritime counterdrug intelligence support to the U.S. Counter Drug Intelligence Community, theater intelligence centers, the Fleet, national-level policy makers, and law enforcement agencies. This position is located in Suitland, MD, in the Kennedy Maritime Analysis Center.
Duties
You will manage critical counter-drug relationships with COCOM customers including, NORTHCOM, SOUTHCOM, CENTCOM, and AFRICOM, as well as the drug law enforcement community.
You will supervise and manage KMAC counter narcotics embedded analysts assigned externally, including OCONUS.
You will provide tailored maritime intelligence support to non-traditional customers including federal law enforcement, DoD counterdrug organizations, foreign military, and law enforcement agencies.
You will serve as the KMAC expert representative at high level interagency policy boards, chairs working groups/subcommittees.
You will participate in intensive interagency coordination efforts related to narcotics smuggling via non-commercial maritime methods.
You will execute funding, personnel and resource needs and divisional engagement plans with customer base.
You will maintain total familiarity with the national drug control strategy and KMAC's responsibilities in its implementation.
Requirements

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period requirement.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as the following: 1) Providing leadership to and/or management of maritime counternarcotics intelligence support to the U.S. Counternarcotics and Intelligence Communities, regulatory agencies, theater intelligence centers, the Fleet, national-level policy makers, and U.S. law enforcement agencies; 2) Performing supervisory duties to include: plan work to be accomplished by subordinates; provide advice, counsel, or instruction to employees; head and resolve complaints from employees; identify developmental training needs of employees, providing or arranging for needed development training; initiate ways to improve production or increase the quality of work directed, and develop performance standards; 3) Ensuring that analysis, external support, and human resources priorities reflect relevant requirements of the national drug control policy community, regulatory agencies, and the Department of Defense; 4) Ensuring timely production of maritime-focused counternarcotics intelligence assessments to non-traditional customers, including federal law enforcement, DoD counterdrug forces, foreign military, and other law enforcement agencies; 5) Representing agency or organization positions at interagency and/or international meetings and conferences within defined areas of responsibility.
