The primary purpose of this position is to serve as Civilian Personnel Specialist for Cryptologic and Cyber Systems Division (CCSD) providing senior leadership advice and guidance.
Air Force Life Cycle Management Center (AFLCMC), Cryptologic and Cyber Systems Division (HNC), Director of Operations Branch (HNC-DO), Human Resources, Manpower & Training Section (HNC-DOM), Joint Base San Antonio-Lackland AFB TX.
Duties
Provides guidance and makes recommendations for CCSD's civilian personnel activities and performs continuous appraisal of the utilization of human resources (HR) in accomplishing objectives and goals.
Serves as the Division's point of contact for a broad range of civilian personnel actions including those involving a wide range of professional, scientific, cyber, cryptologic, logistics, administrative, and highly technical positions.
Participates with other civilian and military personnel specialists in the execution of personnel management responsibilities.
Ensures civilian personnel management actions taken conform to the laws and regulations govering military and federal civilian personnel.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information.
- Involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

- TRAVEL AND RELOCATION EXPENSES WILL NOT BE PAID.
- Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of wide range of technical methods, management concepts, principles, and policies in order to apply to assigned projects and programs and to resolve conflicts, divergence, and disconnects. Knowledge of military structure, command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of assignments as the design and planning of difficult management studies; planning, organizing, and directing ad hoc team study work; preparing solutions to especially broad, important, and severe management problems; and effectively conducting critical negotiations with management. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DoD, Joint, and Air Force military and civilian personnel management principles, concepts, and methodologies; and financial management directives, concepts, procedures, guidance, and policy; and a wide range of HR concepts, practices, laws, regulations, policies, and precedents governing HR functions.
2. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide military and civilian personnel management guidance.
3. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization.
4. Skill in using various office automation software to support office operations and produce a variety of information products such as reports, graphs, charts, and spreadsheets.
5. Skill in researching, analyzing, interpreting, and applying rules, regulations, and procedures; and planning and organizing work, prioritizing tasks, and meeting deadlines.
6. Ability to communicate effectively, both orally and in writing, to obtain info1mation, collaborate with and gain cooperation from others using tact, courtesy, and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
