You will serve as a SUPERVISORY IT SPECIALIST (CUSTSPT/PLCYPLN) in the INFORMATION TECHNOLOGY DIVISION of NAVBASE POINT LOMA.

Duties

You will manage information technology (IT) program operations to assess the capabilities of the organization's systems. You will develop scopes of work (e.g., description of work to be accomplished, technical requirements, standards) for contracting technical services. You will lead an information technology (IT) system development project to ensure effective network environments for an organization. You will track the progress and quality of contractor performance. You will brief customers and stakeholders on the planning, design, and development of information technology (IT) systems throughout an organization.

  • Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This is an Emergency Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) role of Cyber Policy and Strategy Planner (752) proficiency level Advanced.
  • The incumbent is required to maintain qualifications is accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following and Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT related experience demonstrating this competency includes: Reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency includes: Monitor customer information technology (IT) performance trends to identify standard remedies at different support Tier levels (e.g., Tier-1, Tier-2, or Tier-3). (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT related experience demonstrating this competency includes: Present information technology (IT) program strategies to senior leaders for the incorporation of emerging technologies. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT related experience demonstrating this competency includes: Perform a risk analysis of information technology (IT) systems to identify problems and recommend solutions. In addition to demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Representing customers in contract discussions; 2) Providing technical services in cost estimations, specifications and benchmarking; 3) Responding to customer requests for all computer-related difficulties, analyzing problems and recommending solutions; 4) Preparing annual operating budget, recommending new hardware, software and communication developments to enhance information system posture; 5) Assigning work to subordinates based on priorities, difficulty of work, and capabilities of employees. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and; 2. Participate in a continuous learning program as described in SECNAV M-5239.2). A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
