About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Headquarters Army, G-2, Intelligence Personnel Managment Office at the Pentagon, Arlington, VA.
Duties
Serves as a Human Resources Specialist in the Headquarters, Department of the Army, G-2, Intelligence Personnel Management Office (IPMO), working with the Defense Civilian Intelligence Personnel System (DCIPS).
Develops policy for the Army Intelligence and Security Enterprise’s programs in: Position Management and Classification; Recruitment and Placement; Compensation; Human Capital Development; Performance Management and Technical Services.
Plans, develops and evaluates DCIPS policies and programs, projects and new initiatives for integrated human resource management across the DCIPS workforce.
Recommends changes in policy and guidance on new Human Resources developments, which can be applied Army DCIPS-wide.
Prepares Army DCIPS supplemental policies implementing higher authority regulatory guidance required for the operation and administration of Army DCIPS programs.
Leads and participates in working groups established to develop DCIPS governing policies, programs and initiatives.
Responsible for implementation, management, and oversight of effective Human Resources programs concerning DCIPS.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top-Secret security clearance based on a Single Scope Background Investigation (SSBI) with eligibility for access to Sensitive Compartmented Information (SCI).
- Travel may be required (CONUS/OCONUS) up to 25% of the time.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes implementing civilian human resource management operations, such as recruitment, staffing, or employee/labor for an organization; AND analyzing data extracts/reports from a variety of automated human resource databases; AND developing alternate approaches for personnel management planning. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-12).
