The primary purpose of this position is to: Serve as the Technical Advisor, Requirements Division, reporting to the Director, Force Management Policy Directorate. Responsible for providing Air Force policy, direction and oversight of $2.0 billion of military force management policies and programs.
Duties
Develops the vision, doctrine, policies, procedures, and programs necessary to ensure technically accurate responses that conform to strategic guidance that ensures fiscal responsibility and the delivery of effective programs to provide and support all aspects of personnel force management program requirements.
Advises Chief, Requirements Division, Director, Force Management Policy, and DCS, Manpower, Personnel and Services, on the most efficient and effective force management policies and procedures for human capital management.
Provides expert and independent analysis and recommendations to the Chief, Requirements, DCS, Manpower, Personnel and Services, and Director, Force Management Policy on legislation, OSD policy, and impacts to relations with other Services, government agencies, and private industry.
Exercises and provides expert-level technical knowledge of personnel force management policies and procedures.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management Series 0201
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes providing Air Force, other military services, and OSD standards and program objectives, with the accompanying ability to apply them towards developing comprehensive, sound policies and procedures for Air Force worldwide personnel policy. Applying expert knowledge of existing policies, practices, regulations, and laws in support of Agile Combat Support, national warfighting objectives and peacetime operations throughout Air Force and DOD command structures. Delivering specialized knowledge of Air Force program planning and execution to include Pentagon staffing, protocol procedures, administrative, legislative, and security requirements; and Air Force Corporate Structure support of the Planning, Programming, and Budgeting Execution System (PPBES). Providing knowledge of promotion and evaluation processes and associated legal and regulatory requirements for officer and enlisted military personnel, knowledge of various incentive programs, assignment procedures and other force management programs, as well as separation and retirement requirements for officer and enlisted military personnel. Using a working knowledge of the legislative process and engagements with congressional members and their staffs throughout the legislation, budgeting, and policy process. Communicating complex policy and procedural concepts clearly, concisely, and tactfully to audiences with widely varying degrees of familiarity with the subject matter. Applying knowledge of the missions and operational procedures of the other military departments and OSD personnel policies and procedures and delivering a thorough familiarity with other functional disciplines (i.e., manpower, plans and programs and budgeting), and the requirements associated with integrating personnel with the corporate structure. Using a knowledge of the mission, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence utilization of human resource policy and procedure. Managing, planning, organizing, directing, and controlling diverse HQ, USAF and DOD sponsored projects and programs. Furnishing a comprehensive knowledge of military personnel policies, practices, and procedures, including EEO/EOT and diversity initiatives.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of Air Force, other military services, and OSD standards and program objectives, with the accompanying ability to apply them towards developing comprehensive, sound policies and procedures for Air Force worldwide personnel policy. 2. 5. Knowledge of the mission, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence utilization of human resource policy and procedure.
6. Executive management and leadership skills to manage, plan, organize, direct and control diverse HQ, USAF and DOD sponsored projects and programs. Comprehensive knowledge of military personnel policies, practices, and procedures, including EEO/EOT and diversity initiatives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
