The position is a Supervisory Health System Specialist in a multi-service, highly complex, tertiary health care system with a large academic and research program. The Health Care System provides services to more than 115,000 Veterans with more than 1.2 million patient encounters each year.

Duties

Duties include but are not limited to: Responsible for management, assessment, design, integration, modification, maintenance, and analysis of programs and processes related to the field of clinical informatics including administrative and clinical data and data management services or systems. Responsibility for personnel management activities for all staff assigned to the COBI Service Line and approves, rejects, or recommends selections, promotions, status changes, awards, disciplinary actions, and separations. Ensure compliance with program related VHA Handbooks, Directives, Manuals and Memorandums. Responsible for planning, designing, integrating, implementing, modifying and administering a Clinic Operations and Business Intelligence Program to evaluate and continuously improve services to the Veterans it serves. Identifies opportunities to improve customer service, staff satisfaction, access and wait times, facilitates the development of creative and innovative business practices, and provides expertise and direction on clinic management best practices. Ensure patient concerns are received, evaluated, and addressed in a timely and effective manner by the appropriate subject matter experts. Develops strategy and business plans to ensure ancillary and ambulatory operations are efficient and effective for service responsiveness. Provides leadership support, both internal to the service and across the medical center, that ensures a well-balanced blend of solid patient care and sound financial choices/decisions relative to the management of purchased care. Analyzes complex and critical data making recommendations for corrective action. Uses quality assessment, performance improvement, staff education and development, planning, and resource management to accomplish goals. Coordinates and aligns system performance measures and goals with system needs and specific requirements of national or VISN cooperative efforts. Assists in the development and implementation of outcome measures of program effectiveness. Monitors and tracks production trends and collaborates with providers and staff to plan and implement process improvement initiatives. Works closely with VISN leaders to establish annual performance measures, and Provides oversight of facility-wide performance on national performance measures. Builds and maintains collaborative relationships with community partners of multiple entities, to assure every opportunity for Veteran care is timely and of high quality. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Basic Requirements: All applicants, regardless of grade level must meet minimum education requirements. For this occupation, the education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements: A bachelor's or graduate/higher level degree in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Or, Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Or, Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. *************************************************AND*********************************************************** For the GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge of basic health care management principles and practices, and the knowledge is directed toward achieving effective and efficient administrative and clinical service operations in the health care delivery system rather than in shaping overall system policy and priorities. Requires specialized knowledge of both government and private health care delivery systems and an astute ability to create sustaining partnerships in a competitive market to assure availability of community-based care services for Veterans. There is no educational substitution for the GS-14 level. Physical Requirements: The work is mainly sedentary and generally performed in an office setting. Typically, the employee sits at a desk or table, works on a computer, conducts group meetings, and makes group presentations. Some walking, standing and occasional moderate lifting are required. Frequent travel is required to vendor or other VA sites. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
