The Health Systems Specialist -Associate Group Practice Manger is assigned to the Community Care service in the VAMC and related Community Based Outpatient Clinics (CBOCs), Department of Veterans Affairs, VA Medical Center, Veterans Health Administration (VHA), Seattle, WA.

Duties

The duties include, but may not be limited to the following: :Program Responsibilities: Provides access related consultative services, working in collaboration with facility Service Lines, to review and develop guidance and policies that will facilitate standardized processes within the facility and applicable CBOCs, etc. Works as part of an inhouse team to ensure a wide range of local factors are considered in the application of national policies and procedures. Reviews and evaluates assigned processes and procedures to determine areas of effectiveness, efficiency, and improvement for proposal through local GPM group and supervisor. Veteran Experience Responsibilities: Works with Veteran Experience Officers within the local facility to evaluate patient and family concerns regarding the access to services needed. Aligns efforts with national and local requirements. Provides accurate data to ensure that processes and procedures developed are appropriately supported. Assists in the evaluation of outpatient care patient feedback for access and quality measures at the facility. Follows benchmarks and established processes for taking corrective actions on decreasing/low scores in Veterans/Staff experience data. Project Administration: Works with local personnel to integrate data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies to meet and sustain ambulatory care goals and objectives. Collects and analyzes/reports trended data sets; makes recommendations to assist in the allocation of resources. Assists clinic managers in identifying causal interrelationships between the various aspects of ambulatory care and its impact on clinical operations to achieve and sustain quality, safe, efficient, and effective ambulatory care. Budget Guidance: Assists clinic managers in forecasting the impact of staff changes and developing counter measures to mitigate the effect of staff shortages on access to care. Makes recommendations to managers regarding allocation of resources, including potential use of community care options. Monitors, and makes recommendations to adjust plans to effectively and cost-efficiently accomplish the mission within budgetary constraints. Performs cost analysis and cost effectiveness studies to determine make/buy decisions to address gaps. Office Program Planning Work: Provides administrative program advice for ambulatory care clinical support services. Evaluates and monitors administrative activities and make substantive recommendations for program improvements. Implements established action plans that will enable clinical grids to accurately reflect supply. Liaison and Communications: Acts as a liaison or point person for communications with persons and/or groups internal or external to the facility, representing Group Practice Management on clinical access issues. Promotes effective communication and optimal information flow within the clinics. Identifies modes of communication and reporting templates. Utilizes or creates standardized templates for Access Reporting. Work Schedule: Monday - Friday, 8:00am - 4:30pm. Position Description Title/PD#: Health System Specialist (Associate Group Practice Manager)/PD #S0021-A Telework: May be available to highly qualified (this is occasional/ad hoc); this is NOT a virtual/remote position. Physical Requirements: Performance of the Health Systems Specialist's duties may require extensive walking per day to meet with the facility managers and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via automotive vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skill, and abilities to perform successfully the duties of the Health System Specialist position, and that is in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-11 level in the Federal service. Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (a) Missions, organizations, programs, and requirements of health care delivery systems; (b) Regulations and standards of various regulatory and credentialing groups; (c) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel and procurement. Preferred experience: Experience in directly managing and/or providing access-related consultative services in an hospital/ambulatory care setting or multiple settings simultaneously; monitoring access-to-care related performance measures and standardizing and implementing healthcare delivery processes in a hospital and/or ambulatory care setting; using process improvement models (e.g., LEAN, Six Sigma, etc.) to meet and sustain healthcare goals and objectives; analyzing and interpreting complex data to make recommendations to assist in decision making; researching and preparing comprehensive reports to senior healthcare executives; evaluating, coordinating, addressing efforts to resolve patient concerns in a healthcare environment; using patient feedback to improve access and quality in a healthcare environment; providing training and support to front line employees to provide customer service; records management in a clinic/hospital setting; working independently, managing personal time, and managing competing priorities; and working in an electronic health record. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no educational substitution for the GS-12 level.
