The position is a Supervisory Health System Specialist in a multi-service, highly complex, tertiary health care system. Organizationally located in the Office of the Director, the incumbent is the Director of the Quality, Safety & Value Service. They assure the development, organization and implementation of a Quality, Safety & Value (QSV) organizational structure for the facility, and is recognized as the facility expert on Quality, Safety & Value programs, framework, and philosophies.
Duties
Major duties of the position include but are not limited to:
Provide program oversight , coordination and leadership in quality performance management process throughout the facility.
Responsible for planning, designing, integrating, implementing, modifying and administering a Quality and Performance Management Program to evaluate and continuously improve services to the Veterans it serves.
Operate under broadly delegated authority , taking action to develop or modify objectives and boundaries of assignment as indicated, and plays a critical role in organizational performance improvement as a member of the management team.
As a member of the Executive Management Team, applies expertise and knowledge of health care programs by bridging issues between clinical and administrative leaders, coordinating the accomplishment of various VISN/QSV projects, and serving as liaison with the VISN office on Quality, Safety & Value issues.
Develops, implements, integrates and maintains a QSV program to: evaluate and improve the quality of patient care and/or the appropriateness and timeliness of services provided ; promote quality in clinical practice by collaborating in the development of quidelines, criteria and models for the delivery of patient care; improve health system operations which can be exported for use in other VA facilities; and develop a systematic approach in assisting and providing technical guidance among the Health System's services.
Tracks progress of services, facility-wide committees, and performance improvement teams to provide guidance and direction to facility-wide team efforts.
Able to identify a multitude of sources to serve as problem identifiers; for example, quality assurance studies, service monitors (indicators), monitoring committees, etc.
Develops agenda for topics to be studied based upon a prioritization of known or suspected areas in need of improvement, including those indicated by Joint Commission, VA Central Office and VISN. Recommendations based upon study findings and analysis will often ultimately affect service or facility-wide policy, decision-making and quality of care provided.
Promotion Potential: The full-performance level of this position is GS-14.
Work Schedule: Monday-Friday; 8am-4:30pm

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/13/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. PER OPM Individual Occupational Requirements for this occupational series, Specialized Experience above the GS- 5 level must show: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
- Missions, organizations, programs, and requirements of health care delivery systems;
- Regulations and standards of various regulatory and credentialing groups; and
- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of missions, organizations, programs, and requirements of health care delivery systems in general and in the country at large; knowledge of the unique characteristics of the specific health care delivery system served, (e.g., facility resources and programs, medical school affiliations (community demographics, resources, and relationships) and the role and organization of professional societies and volunteer groups; U.S. Office of Personnel Management; familiarity with regulations and standards of various regulatory and credentialing groups and ability to reconcile contradictory requirements in preparing staff recommendations and/or in coordinating clinical and administrative services; familiarity with government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement; recognition of the different functions and motivations of various employees and groups in the health care delivery system and ability to communicate effectively with each in order to gather information, present recommendations, and coordinate services; and, ability to analyze problems and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the health care delivery system;

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Walking, stooping and bending is required.
