The Health System Specialist (Strategic Planner) is regularly involved in assignments and projects, which provide analysis and evaluation of complex planning issues. Performs administrative work in one or more of the following areas: strategic planning, resource administration, alternative revenue and healthcare quality improvement and system redesign activities.

Duties

Duties include but not limited to: Participates in the development and documentation of long-range, mid­range, and short range planning efforts. Reviews long-range, mid-range, and short range plans; assesses resource projections, priorities, and justifications, et cetera; makes recommendations on strategic planning efforts that can be implemented within existing resource levels and advises on the impact of efforts that require additional resources. Responsible for the development, coordination, implementation, and evaluation of strategic planning methods and processes for VA Puget Sound. Recommends and participates in developing strategies for implementing major strategic operations for VA Puget Sound. Prepares and contributes to reports and other presentations on strategic planning and evaluation. Designs and conducts a wide variety of comprehensive qualitative and quantitative analyses of substantive administrative and managerial operations, functions, and processes related to long-range strategic planning for VA Puget Sound. Identifies and proposes solutions to management problems, which are of major importance to strategic planning and program direction. Provides advisory services to management on strategic planning methods, and prepares recommendations, which impact the way in which strategic planning is carried out. Plans and/or supports committees, boards, symposia, or conferences on strategic planning. Interacts and interfaces with the Multi-Service Market Office, and represents the interests of VA Puget Sound Health Care System as an active participant in regional and local strategic planning. As the Strategic Planner, attends other high-level meetings where strategic planning is discussed and provides advisory services. Develops broad themes and directs proceedings of high-level conferences where work and decisions have a major impact on VA Puget Sound or an important subject or program. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 11/01/2023. To qualify for this position, applicants must meet the Individual Occupational Requirement (IOR). An IOR is a basic requirement that must be met in order to qualify for the GS 0671 occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants must have one of the following listed below: - Undergraduate or graduate education with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcript required). OR, - Specialized experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field: This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special provision for in-service placement: The successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included (Copy of formal individualized training plan required): Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements. Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the time-in-grade and the Individual Occupational Requirement requirements,applicants must also meet the specialized experiencerequirementas described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-12, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reviewing and analyzing data concerning all areas of hospital operations. Initiating and coordinating corrective action when budgetary and or programmatic deficiencies are identified. Reviewing reports involving trend analyses and ensuring follow-up in these areas for conformity. Overseeing reviews of productivity/utilization against established standards and recommends corrective action when needed. Conducts a range of analytical studies involving isolating, identifying, and recommending solutions. Monitoring data in order to make recommendations that address customer concerns while not compromising the quality of health care provided. Analyzing unusual or complex but well precedented health care delivery programs and making recommendations as to future changes and requirements. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
