You will serve as the Health System Specialist for the Executive Office reporting to the Associate Director located in VA Puget Sound Health Care System (VAPSHCS), Seattle, Washington. You will serve for a two-division facility (Seattle and American Lake campuses) includes Community Based Outpatient Clinics, providing primary, mental health, specialty and tertiary referral care for Veterans.

Duties

**THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION. POSITION REQUIRES AN OCCASSIONAL TRAVEL BETWEEN TWO FACILITIES (AMERICAN LAKE AND SEATTLE) Serves as a liaison for and represents their respective Executive Leadership Team (ELT) member at meetings within the organization and to VISN, VA Central Office, and external organizations. Assists the ELT with the oversight of the American Lake Division. Assists in the management and follow up of all issues within their ELT member's purview Serves as an active team member with the Executive Office staff and ELT member's direct reports. Manages processes for recruitment and hiring of ELT direct reports, including the full spectrum of HR recruitment and retention functions. Conducts Environment of Care Rounds. Leads process improvement and special projects at the service level and system-wide. Identifies, develops and reviews systems to improve efficiencies of operations. Utilizing various tools, analyzes data and provides recommendations related to respective organizational and service lines performance. Facilitates multi-service committees and task work groups arid serves as a member of various executive boards and facility committees. Addresses inquiries from Veterans, employees, and other community stakeholders. Reviews and ensures the timely completion of various suspenses, and such as from VISN, OIG, Congressionals, and VAPSHCS with a short deadline Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday- Friday, 08:00 am-4:30 pm. Telework: Ad-hoc only authorized. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 01/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Requirements (IOR):All applicants, regardless of grade level must meet minimum education or specialized experience requirements. For this occupation, the education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements: Education Level: Bachelors or graduate/higher level degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration and have submitted transcripts with my application. (Transcripts Required) OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Agency-sponsored on-the-job training program: Completed an agency-sponsored on-the-job training program which included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program You may qualify based on your experience and/or education as described below: GS-12 Minimum Qualifications: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides full staff assistance on administrative matters affecting patient care and organizational policy; Assign as a Staff member directly supporting the top management team responsible for planning, organizing, developing, directing, and evaluating operations; Apply specialized principles and practices of health care management in support of health care delivery system; Collecting and analyzing data, applying qualitative and quantitative analytical techniques for an efficient organizational programs; Utilizes and proficient use of computer software applications (i.e. Microsoft Office Suite, SharePoint and Outlook). Applicants may NOT substitute education for the required specialized experience. GS-13 Minimum Qualifications: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performed as an administrative management of an operating health care facility or a higher organizational echelon with advisory or directional authority over departmental operations. Provides full staff assistance on administrative matters affecting patient care and organizational policy; Assign as a Staff member directly supporting the top management team responsible for planning, organizing, developing, directing, and evaluating operations; Apply specialized principles and practices of health care management in support of health care delivery system; Collecting and analyzing data, applying qualitative and quantitative analytical techniques for an efficient organizational programs; Utilizes and proficient use of computer software applications (i.e. Microsoft Office Suite, SharePoint and Outlook); Effectively analyzes, evaluates, and presents conclusions and recommendations to top management to adhere with the mission, vision, and goals of the organization. Physical Requirements: There are no special demands except the ability to work under pressure, tight time deadlines, and rapidly changing priorities. This work is primarily sedentary, but hours may be longer and irregular. Work Conditions: Work is typically performed in adequately lighted and climate controlled offices in two divisions 42 miles apart. A weekly presence at both divisions may be required.
