About the Position: This Financial Specialist (Military) position is with the Detachment Soldier Recovery Unit (SRU) located in Bethesda, MD. The SRU's mission is to transition Soldiers through a Comprehensive Transition Plan (CTP), our Nation's most seriously Wounded, Ill, and Injured (WII) back into the force or into the community as productive Veterans with dignity, respect, and self-determination.
Duties
Provide a full range of direct financial resources functional support to Soldiers within the Army Recovery Care Program (ARCP).
Provide advice to all financial clerks and technicians assigned to the Soldier Recovery Unit (SRU).
Apply management and administrative knowledge of the principles, concepts, policies, and objectives applicable to the control, disposition, expenditure, or use of appropriated and non-appropriated funds.
Provide comprehensive direction and fiscal advice to Soldiers in Transition (SIT); promotes understanding and effective application of fiscal and related policies, procedures and systems prescribed by higher headquarters.
Coordinate with DFAS-IN/Military Pay (DMPO), SRU personnel, supply and budget personnel and serviced activities to ensure uniformity in the treatment of financial accounting transactions and document flows.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Position requires the incumbent be able to obtain and maintain a Secret Security clearance.
- This position requires you to possess or be able to obtain and maintain a Financial Management Level 2 certification within 24 months of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes providing financial management advice in a military health care environment; and analyzing financial management systems to perform internal control reviews. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
