The Medical Administrative Officer is located at a Medical Center in the Care in the Community Service at the Robley Rex VA Medical Center.
Duties
Provides supervision for employees responsible for clinical care coordination and financial and administrative work in support of the VA Community Care.
Discusses, investigates, and responds to employee grievances and dissatisfactions to resolve conflicts.
Coordinates and participates in disciplinary actions and responds to appeals and grievances.
Represents management at labor management meetings, provides information, and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement.
Prepares, reviews, and submits budget estimates to executive leadership, analyzes program plans and information, and identifies need for changes.
Responsible for preparation of justification for programing changes.
Prepares and presents materials for budget submission to the medical center budget committee and participates in budget presentations
Provides for full administration of reporting, evaluation, and fee requirements associated with the accreditation of the organization.
Establishes procedures to meet unusual or unique standards assuring services provided meet nationally accepted standards, are at least equal to those available in the community and are maximally cost effective.
Provides planning and direction for the Care in the Community.
Develops both long and short-range policies and plans by coordinating the needs of VA Community Care for the medical center.
Work Schedule: Monday-Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 12vin the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in engaging in analytical, financial, statistical, and quantitative problem solving and analysis; knowledge of all medical center administrative principles, theories, and practices; resolves conflicts and/or problems; communicating orally and in writing to internal and external customers; researching various publications, manuals, handbooks, and policies; analyzing, extracting, tracking, summarizing, and compiling information for reporting and review;

Physical Requirements: The work is primarily sedentary, although some physical effort may be required.
