Duties

You will will drive digital transformation in Portfolio Management functional area of the CIO at NAVWARSYSCOM. You will interpret external or upper level management policy and directives regarding technical and administrative functions in order to apply them to assigned programs. You will develop and promulgate Claimancy-wide policies, procedures, and standards for the acquisition and life cycle support of IT and IRM within given budgetary constraints. You will be responsible for information management and information systems through direct monitoring, evaluating, and executing IT and IRM programs and the performance of those programs. You will approve IT Procurements and will continue to improve the IT Procurement Request (ITPR) process through digital transformation using enterprise tools and capabilities.

• This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801 at an intermediate level within 12 months of appointment.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• Generally, current Federal employees applying to APS jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading a large, diverse Information Technology workforce through significant change; developing and maintaining IT budgets, building strong teams and succession plans; managing the execution of IT acquisition policy compliance for complex DoD Programs, and leading digital transformation across the portfolio management functional area. Experience must reflect skill in the following areas: leadership, attention to detail, customer service, oral communication, and problem solving.
