The primary purpose of this position is to Serve as a Cyber Operations Adminstrative Support Planner and action officer, as well as to perform Contracting Officer Representative Technical (CORT) duties (also referred to by the General Services Administration as Technical Point of Contact [TPOC] duties).

Duties

-Applying background experience, inputs and maintains relevant information to analyze, develop, and evaluate issues, and to develop detailed plans, goals, objectives, and recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations for long-range implementation in assigned program areas. Assigned programs support resource allocation, modernization, and force management and analysis, including integrating, coordinating, prioritizing, and advocating USCYBERCOM future concepts, mission capability/resource needs relating to the USCYBERCOM assigned mission areas of cyber space operations and information operations. -Documents planning and programming decisions in appropriate formats, and provides technical guidance and advisor support, to meet USCYBERCOM assigned program requirements. Identifies non-standard or emerging operational requirements, assesses impact on assigned programs, and develops recommendations. Monitors the Command's Workflow Management System (WMS) Database and the Request for Information (RFI)/Situational Awareness Tool, at the direction of the DCoS/CoS, to ensure taskers are assigned to the appropriate J3 division for completion. -Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares detailed plans, budgets, and schedules for assigned major programs and/or participates with management in fiscal planning, programming and advocating. -Conduct contract surveillance in the manner described in the COR Handbook and the Defense Federal Acquisition Regulation Supplement (DFARS) 252.201-7000 to ensure the J3's contractors are providing quality services and supplies in a timely manner, within cost; to mitigate contractor performance problems; and to ensure that the Government receives best value for the Warfighter. Completes required training and maintains COR certifications, consistent with governing federal regulations, and DoD and USAF policy directives; documents satisfactory completion in the COR Tool (CORT).

  • A level one or two DA WIA certification in contracting, business or program management is highly desirable.

  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition ofemployment and must complete a counter intelligence scope polygraph exam.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Expert knowledge of and skill in selecting, adapting/extending, and applying a wide range of qualitative and quantitative methods commonly used for the assessment and improvement of critical command plans and programs for participating in or conducting major operations. Expert knowledge of and skill in selecting, interpreting, and applying federal regulations and DoD/Service­level policy directives governing administrative function, such as advocating for fiscal and personnel resources by documenting their connection to mission capability needs, and similaroperations. Knowledge of and skill in interpreting and applying federal regulations, and DoD and USAF policy and process directives governing perf01mance as a Contracting Officer Representative (COR). Demonstrated ability to perform the full range of such formally assigned functions appropriately and consistently. Skill in interpreting and deriving meaning from contractor performance reports and other metrics to alert supported J3 components as to deviations from plans and to advise them as to possible corrective courses ofaction. Knowledge of the roles and responsibilities of the various command entities involved in overall planning and execution of operations and evaluations, and ability to work closely and collaboratively with these functional SMEs to conduct analyses and provide data and recommendations critical to justifying res. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in selecting, adapting/extending, and applying qualitative and quantitative methods commonly used in the assessment and improvement of military operations plans and programs. 2. Knowledge of and ability to interpret and apply federal regulations and DoD/Service-level policies and processes governing operational planning, resourcing, and evaluation. 3. Ability to apply knowledge of the military command structure, and supported organizations' missions, programs, and organizational relationships to evaluate the effectiveness of planning actions as related to actual events. 4. Knowledge of and skill in interpreting and applying federal regulations, and DoD and USAF policy and process directives governing performance as a Contracting Officer Representative(COR). 5. Ability to work closely and collaboratively with the various command entities involved in overall planning, resourcing, and execution of operations and evaluations 6. Ability to serve as a project team leader, including planning, organizing, and leading studies requiring the coordination of inputs provided by other functional/technical teams and the ability to document and communicate analytical findings and associated recommendations, both orally and in writing, to justify the supported organization's proposed courses of action. CONDITIONS OF EMPLOYMENT CONT'D: 1. The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to workovertime. Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft. 2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing. 3. As a designated COR, the incumbent must initially meet all COR training and certification requirements, subsequently meet recurring training requirements (e.g., annual Acquisition Ethics Training) and document successful completion of all such training in the CORT. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
