You will serve as a OPERATIONS SECURITY PROGRAM ADMINISTRATOR in the NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER.
This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-03 pay band encompasses positions equivalent to GS-12 through GS-14. This position has a control point equivalent to the GS-12 step 10 level.
Duties
You will conduct analysis of mission and program goals and objectives of importance to NAVFAC EXWC and supported customers/commands.
You will develop program plans, goals, objectives, and milestones to evaluate the effectiveness of the Operations Security (OPSEC) program for the assigned
EXWC area of responsibility.
You will prepare policies, procedures, and regulations governing the NAVFAC EXWC OPSEC program.
You will be responsible for processing Freedom of Information Act request submitted by the public, Congressional mandate, or contractual obligation.
You will formulate local program policy and procedures governing the establishment and implementation of inter-service and intra-governmental support.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 to GS-11 or NT-2 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Implementing and evaluating the Privacy and Freedom of Information Act programs by distributing information, preparing facility-specific guidance, reviewing facility processes and products for compliance with program requirements; 2) Assessing the privacy posture through periodic evaluation of the facility's collection, use, storage and maintenance of sensitive personal information; 3) Ensuring facility managers and staff understand and fulfill their responsibilities related to Title 38 United States Code (U.S.C.) Sections 5701, 5702, 5705 and 7332, PA, FOIA, and, where appropriate, HIPAA requirements, policies, and procedures; 4) Processing complaints and investigating allegations of illegal or improper activities related to the handling or release of privacy protected information.
