Duties
You will serves as the senior liaison for budget, accounting, or financial management policy and procedures within the organization.
You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
You will serve as the as the Funds Control Officer for funds distribution, budget execution and financial structure and act as an authority on financial-related issues, policies and procedures.
You will use independent judgment when interpreting fiscal laws, regulations and guidance and validate data elements contained in accounting systems.
You will provide summary level reports that depict status of funds and resolve discrepancies between various accounts and systems.
You will recommend corrective action to minimize or eliminate variance between planned and actual execution.
Requirements

- Must be determined suitable for federal employment.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-14:Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing summary level financial reports that depict status of funds and resolve discrepancies between various accounts and systems; monitoring reimbursable authority to ensure fund distributions are processed in a timely manner; and recommending corrective action to minimize/eliminate variance between planned and actual execution.
