Duties
As a Supervisory Budget Analyst, you will:
Exercise co-responsibility for the Office of Community Planning and Development with regard to the initiatives; formulation and justification of all budget estimates; control of the administrative operating budget, allocation of ceiling and staff-years in Headquarters and the field offices; developing and monitoring Funds Control Plan for CPD programs.
Provide leadership and direction for the accounting, allotment, reservation, disbursement, and oversight of all current and future supplemental appropriations.
Serve as CPD's expert on various financial transactions such as cash reconciliation, grant and loan accounting functions, reconciliation of subsidiary ledgers to general ledgers and administrative accounting. The incumbent must have a comprehensive understanding of accounting principles, concepts, practices, and theories.
Provide advice and recommendations on the financial and accounting implications of policy alternatives being considered by senior management.
Produce a variety of management and special reports and analyses of program activity, new policy initiatives, prepared legislation and such other factors as affect program activity.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Experience with the full range of budgetary functions and duties associated with all phases of the budget process ( e.g. formulation, presentation, and execution); AND
- Drafting analyses which evaluate the impact and significance to an organization's budget of new or revised legislation, polices, procedures, or program requirements.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
