You will serve as a ENGINEERING TECHNICIAN in the Public Works Department (PWD) Washington, located at the Washington Navy Yard, DC. The position falls within the Facilities Engineering and Acquisition Division (FEAD).

Duties

You will oversee the work assigned to the project management office subordinate personnel to accomplish projects in accordance with command goals and objectives. You will develop statements of work and detailed cost estimates for minor construction contracts. You will attend site visits, construction meetings, and respond to any technical concerns throughout the project. You will analyze contractor bids and makes recommendations for awards, price negotiations and for any changes in original specifications. You will develop technical work documents as required to convey concepts, ideas and setups. You will track the status of all assigned projects and provide updates to leadership.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require occasional travel. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Specialized experience must demonstrate the following: 1) Reviewing as-built drawings, verifying existing conditions and developing scopes of work in sufficient detail for accomplishing the work; 2) Preparing detailed technical and performance portions of specifications and developing cost estimates for contracts and task order; 3) Performing pre-award review of contractor proposals and technical questions as required by the Acquisition Branch; 4) Analyzing bids and making recommendations for awards, price negotiations and for changes in original specifications; and 5) Gathering information on scope of work, visiting job sites, and referencing industry standards and codes to determine exact requirements for work. Specialized experience must demonstrate the following:1) Assisting with reviewing as-built drawings, verifying existing conditions and developing scopes of work; 2) Preparing detailed technical and performance portions of specifications and developing cost estimates for contracts and task orders; 3) Assisting in pre-award review of contractor proposals and technical questions as required by the Acquisition Branch; 4) Gathering information on scope of work, visiting job sites, and referencing industry standards and codes to determine exact requirements for work; and 5) Preparing technical drawing and sketches reflecting construction details, designating other engineering plans, blueprints and sketches required. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
  • Planner and estimator who analyzed designs for production purposes.
  • Instrument maker or model maker who performed design or development work on devices fabricated
