The primary purpose of this position is to advise key leaders and provide continuity of management of the Air Force Network and cyber operations. The employee serves as the operations integration lead for Headquarters (HQ) 16 FA, an organization of over 30,000 total-force airmen and is authorized to make technical, operational and executive decisions.
Duties
DUTY 1: Serves as the Lead Cyber Operations Integrator at a Component-Numbered Air Force (C-NAF) Headquarters with responsibility for organizing, planning and overseeing the operational activities of the command.
DUTY 2: Establishes, develops, and maintains effective working relationships with General Officers across the Combatant Commands (COCOMs) and key AF leaders including MAJCOMs, national/service laboratories, and industry leaders.
DUTY 3: As the C-NAF's technology integration SME, makes a periodic, comprehensive assessment of and evaluation of program technology goals/objectives which provide a basis for long-range technology planning to enhance 16AF (AFCYBER) and US Cyber Command operational capabilities.
DUTY 4: Serves as a technical expert on extremely complex programs with significant national or international scope and impact.

- Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance and be eligible for access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- Incumbent may be required to undergo a counterintelligence-scope polygraph examination.
- A bachelor’s degree with a specialization in Electrical, Computer or related Engineering or Engineering technology is highly desired; however, not required.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
Qualifications
This is a GG-14 position in the Cyber Excepted Service. The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of developing, integrating, and maintaining AF Special Access Program cyber capabilities and technologies and Expert understanding and experience within Special Access Programs (SAPs), its requirements and employment of enhanced security measures required to safeguard and limit access requirements to strictly enforce need-to-know. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge of collaborating with Intelligence Community agencies, governmental departments, Law Enforcement entities, and operational organizations to integrate missions and processes and how these relate to successful accomplishment of the 16AF mission and national cyber security protection objectives.
Extensive knowledge of cyber effects planning, conducting, evaluating, coordinating, and synchronizing operational cyber activities across air, space, and cyberspace domains for Offensive Cyberspace operations (OCO), Defensive Cyberspace Operations (DCO), and DoD-Information Networks (DoDIN) Operations.
Ability to communicate effectively, both orally and in writing; extensive knowledge of developing, integrating, and maintaining AF Special Access Program cyber capabilities and technologies and Expert understanding and experience within Special Access Programs (SAPs), its requirements and employment of enhanced security measures required to safeguard and limit access requirements to strictly enforce need-to-know.
Extensive knowledge of the following cyber elements: capability development, program management, ISR, targeting, sustainment, functional and operational Command and Control (C2), effects planning, and operational risk assessment.
Extensive knowledge of integrating processing, storage, connectivity, and dissemination technologies including data storage, artificial intelligence, data aggregation and fusion, networking, encryption, algorithms, hardware and software, and communications.
Mastery of knowledge regarding communications-computer system requirements, JFHQ-C (AF) Tactics, Techniques and Procedures (TTPs), the Air Force Information Network (AFIN) enterprise architecture, along with an in-depth knowledge of current and projected threats (as depicted by the intelligence community) to the Department of Defense Information Network (DoDIN) and the AFIN.
CONDITIONS OF EMPLOYMENT CONT.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Information Assurance Certification is not required for this position. In lieu of IA Certification, the applicant must be a Trained & Certified Senior On-Net Operator. Preferably a Journeyman Exploiter with a minimum of three (3) years of operational experience.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
