Duties

Responsible for the overall management, control, coordination, and execution of assigned projects. Utilize expert knowledge and comprehensive experiences related to project management principles to independently plan and coordinate work, develop cost estimates, track costs, monitor progress. Provide status briefings to management at various agency echelons. Lead and direct interdisciplinary teams (IDT) carrying out environmental studies and evaluations. Maintain consistent, timely communications with all internal and external customers in order to fully gather and understand information regarding requirements and needs. Develop, institute, coordinate, and engage internally and externally, with Federal, state, local, and tribal governments, project sponsor, and the public to manage expectations through information sharing and strategic messaging. Apply advanced written and oral communication theories and practices, interpersonal skills, conflict resolution, leadership and similar concepts and principles in order to serve as spokesperson and liaison for projects. Assure early identification of project risks, problems or issues and facilitates the resolution of identified risks, problems, or issues in the most appropriate manner.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. At the GS-12 Level: One (1) year of specialized experience equivalent to the next lower grade level (GS-11) in the federal service. Specialized experience is further defined as: use of project management techniques on complex and/or controversial projects relating to land use, including leading interdisciplinary teams for compliance with environmental laws, regulations, and policies (i.e. National Environmental Policy Act (NEPA), Endangered Species Act (ESA), National Historic Preservation Act (NHPA)); and effective oral and written communications with internal and external stakeholders regarding complex or controversial projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The job involves prolonged hours of sitting at a desk and working on a computer in an office environment. Standing and hiking in adverse climate may be required for fieldwork. Work Environment: The work environment varies from an office setting where the incumbent is in contact with work associates to a field setting where the incumbent is working alone or in a group, in remote and adverse situations. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

This position falls under the Miscellaneous Administration and Program Series, 0301 Administrative and Management Positions. There are no Individual Occupational Requirements (IOR) for this job series.

There is no substitution of education for experience at this grade level.
