Duties

Performs project management work for which technical problem definitions, methods, and/or data are highly incomplete, controversial, or uncertain. Establishes, leads, directs, and coordinates the project team to accomplish project objective. Requires managing third party entities as well as interdisciplinary teams. Sets goals/strategies, balances workload, monitors performance, analyzes costs, ensures appropriate authorizations, explains work requirement, tracks work progress/status, instructs team in tasks, responds/assists with project issues and problems. Provides analyses of alternatives based on management principles and application of regulations and procedures. Leads teams to address complex/controversial issues in consultation with managers, employees, and stakeholders. Identifies appropriate skill sets of employees/contractors necessary to perform project activities. Conducts comprehensive project studies in which findings are incorporated into policies and regulations that effect federal/industry practices nationwide. Leads and serves on various committees internal and external. Represents controversial problems/issues associated with project activities. Formulates and presents special reports and formal briefings concerning projects (i.e., from the preliminary planning stage through project completion). Interprets and provides advice and guidance to project workers/stakeholders on applicable laws, regulations, policies, and procedures. Establishes relationships with federal/state/local agencies, and public to complete project processes. Makes long-range proposals and defends findings in public/high-level forums. Evaluates overall plans and proposals for large-scale projects developed by contractors. Coordinates with management and senior specialists to define the scope of each project and to determine necessary time, money, personnel, equipment, licenses, permits, and other resources to complete each project. Coordinates findings with multidisciplinary scientists/specialists working under critical time constraints. Creates and maintains a detailed work plan to identify activities needed to successfully complete each project. Maintains close and continuing liaison with federal officials, Tribes, state agencies, project proponents, and the public. Aids/guides individuals/work teams to resolve problems and provide solutions. Develops, coordinates, plans, and oversees commitment/work arrangements of national/regional program resources. Develops, proposes, and recommends program innovations/processes for accomplishing projects. Coordinates and leads project team members in identifying and collecting, interpreting, analyzing, developing, evaluating alternatives, and preparing appropriate data documentation. Evaluates and advises on use of new technology/equipment for incorporation into existing program operations. Ensures work performed by staff is in accordance with appropriate laws, regulations, and policies applicable to individual projects. Provides reports on projects to stakeholders of various funding sources and communicates as outlined in specified funding agreements. Regularly briefs management on project status and revises the schedule as necessary. Ensures execution of work is done according to approved project plan. Maintains detailed records on progress of work. Sets up files to ensure project information is appropriately documented/secured. Monitors progress and adjusts to ensure successful completion. Ensures adherence to project objectives/regulatory compliance. Reviews progress/results and makes recommendations; incorporates new applications and improved technologies. Reviews quality of work with team to ensure it meets standards. Ensures that project deliverables are on time. Monitors, recommends, and approves budgeted project expenditures and reports any variance to the appropriate senior manager for review. Facilitates communication between decision makers, Government organizations/entities, Tribes, Non-Government organizations, local organizations, and community leaders.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. Specialized Experience for GS-13: Must possess one (1) full year of specialized experience at or equivalent to the GS-12 level. Specialized experience is defined as: Experience managing large site types and linear projects; has experience managing Fixing America's Surface Transportation Act (FAST Act) projects; has experience leading interdisciplinary teams for compliance with environmental laws, regulations, and policies such as National Environmental Policy Act (NEPA), Endangered Species Act (ESA), National Historic Preservation Act (NHPA); effective oral and written communications with internal and external stakeholders regarding complex or controversial projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Generally, work is performed in an office setting with regular trips to the field, which may involve exposure to extreme weather conditions, such as cold or extreme heat, isolated locations, and rugged terrain. The incumbent must be able to sit, walk or stand and perform off-road driving for prolonged periods of time. Incumbent may be required to participate in numerous, lengthy meetings at local and distant meetings. Overnight travel may be required. Work Environment: Work is normally performed in the office, although regular field trips are involved. Field work may include walking or driving motor vehicles over rough terrain in remote areas in all kinds of weather. Office work will periodically involve abnormal stress situations involving completion of work to meet short deadlines and other factors. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

This position falls under the Miscellaneous Administration and Program Series Series 0301, Administration and Management Positions. There are no Individual Occupational Requirements (IOR) for this job series.

There is no substitution for education at the GS-13 level.
