Duties

Provide an in-depth review and assures completed staff work before submitting to the supervisor or other senior staff official for action. May be requested to develop statewide policy on behalf of the State Director. Responsible for the completion of complex special studies or surveys of problems, projects, or program implementation. Coordinate assigned program activities to comply with the Administration's policies. Meet established and anticipated policy needs Review proposed policy, regulation, or legislation, and develops effective operational relationships to ensure that policy development is coordinated with the Washington Office and its Directorates. Provide analysis of highly sensitive or controversial legislation, policy and/or program formulation that could affect the growth and advancement of initiatives, projects. Perform personal contact public relations works, with other federal agencies, universities, and external organizations sometimes of a delicate nature, requiring a high degree of tact and diplomacy.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For the GS-14: I have one (1) year of specialized experience at the GS-13. Specialized experience is further defined as experience strengthening the organizational culture related to employee engagement and development using initiatives, projects and educational and professional programs, working complex special studies and surveys of problems, projects or program implementation (such as Federal Employee Viewpoint Survey), accompanies and assists the supervisor in meetings or on calls which require the supervisor's personal attention to be aware of the supervisor's plans, proposals, commitments and viewpoints, keeps supervisor informed of activities which may develop into problems of a controversial nature which are likely to necessitate the issuance of policy directive. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

This position falls under the Miscellaneous Administration and Program Series, 0301.There are no Individual Occupational Requirements for this series.

There is no substitution of education for experience at this grade level.
