This position reports to the Deputy Director under general supervision and supervises and exercises full delegated authority and responsibility for developing, managing, and administering a large and comprehensive VA Voluntary Service (VAVS) and Public Affairs Program or this uniquely complex health care system.

Duties
Major Duties:
Exercise supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.
Direct, coordinate, and communicate actions that will improve and enhance the healthcare experience of Veterans and their family members.
Establish guidelines and performance expectations for staff, which are clearly communicated through the electronic performance management system.
Responsible for assuring the competency of employees and scheduling appropriate corrective action to address identified deficiencies.
Operate with full delegated authority and responsibility for running a Volunteer Service (VS), Customer Service (CS) and Public Affairs (PA) program utilizing principles through collaboration, communication, and alignment with VHA's goals/performance measures.
Responsible all aspects of the Gift and Donation program, both monetary and material, for VASNHCS (i.e., soliciting, monitoring and tracking) as it pertains to community organizations, businesses, foundations, etc., regarding meeting the recreational, religious and moral needs of Veterans/patients/residents.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. Such work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities. Experience must have provided knowledge of missions, organizations, programs, and requirements of health care delivery systems. Experience must demonstrate knowledge of the management and organizational structure of hospitals and health care systems; comprehensive knowledge of qualitative and/or quantitative methods for improvement of program effectiveness or the improvement of complex management processes and systems. Experience in the analyzing and evaluating the effectiveness of clinical center operations and programs in meeting established goals and objectives.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: This position does an considerable amount of walking throughout the VASNHCS Reno facility and its associated organizations to facilitate the successful placement of volunteers and identify and follow up on responses to medical center staff needs. Planning, organizing, and conducting activities and presentations often require lifting and transporting weighty pieces of equipment and material, especially where material donations from volunteers are concerned.
