The primary purpose of this position is : Lead development and integration of Air Force Measurements and Signature Intelligence (MASINT) and technical multi-source surveillance policy, strategy, strengthen community integration, collaboration and partnerships, IAW the A2's strategic priorities, through engagement with HQ Air Force (HAF) counterparts, Major Commands (MAJCOM), CCMDs, the IC, other Services.
Duties
Leads the growth and sustainment of the Air Force MASINT and technical multi-source surveillance enterprise.
Serves as Senior USAF representative for MAISNT and technical multi-source issues in service, joint, DoD and IC forums.
Manages, plans and directs the integration of AF MAISNT and technical multi-source into current and future planning efforts consistent with AF ISR support to operational and strategic requirements and needs.
Develop GO-level briefs, background papers, and staff packages for delivery to HAF Directorates, MAJCOM staffs, Joint and IC organizations to articulate AF ISR position on various MAISNT and technical multisource issues.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the work category are at the "Professional" work level is "Senior" and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of intelligence processing and exploitation methods, techniques, and practices using multi-source intelligence information to process, exploit and disseminate intelligence information such as: functional plans, policies, programs and systems involved in the collection, analysis, processing, dissemination and production of ISR in a usable form that directly affects national security. Knowledge of MAISNT and technical multi-source; their applications; their role in the intelligence process and their role across the Air Force, Defense and National communities; DoD and IC visions, policies, capabilities, procedures, and data/products. Knowledge of advanced principles, concepts, procedures, artificial intelligence, machine learning, and fusion capabilities that synthesize technical surveillance and large data sets to support senior-level policy and warfighter decision makers. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of advanced principles, concepts, procedures, artificial intelligence, machine learning, and fusion capabilities that synthesize technical surveillance and large data sets to support senior-level policy and warfighter decision makers.
Knowledge of health, safety, EEO and security directives. Advanced ability to communicate both orally and in writing (including electronic), and present briefings to senior leadership.
Experience in the development and capture of MAISNT and technical multi-source requirements and/or development of solutions to satisfy stated needs. Advanced understanding of the functions and operations of AF ISR and the DoD and National Intelligence Communities.
Outstanding interpersonal skills and high degree of self-initiative. Ability to work in a multi-functional environment at the executive level involving interaction with action officers and management levels of military services and IC agencies.
Expert ability to plan, lead, organize, and manage time-critical projects with minimal supervision. Expert ability to analyze, verify, and correlate data and to locate and compile information to use independently to accomplish routine and complex projects.
CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
