About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command, 106th Signal Brigade S1 - Fort Sam Houston, TX.

Duties

Serve as a Human Resources Specialist providing multi-functional human resource services for the brigade. Serve as liaison between Soldiers and the installation finance and military personnel directorate for personnel management functions. Serve as the system administrator for the Personnel Tempo (PERSTEMPO) web application for the Headquarters. Review and analyze regulations, policies, standard operating procedures, other guides to develop recommendations on proposed personnel actions. Assist managers, supervisors, and employees in the implementation of the Defense Performance Management and Appraisal Program (DPMAP) and Incentive Awards program. Assist Brigade managers and supervisors by providing information, guidance, and assistance on Civilian personnel requirements, procedures, and practices. Manage the officer and enlisted evaluation reporting systems for all assigned and attached military personnel. Capture data, analyze trends, and provide recommendations for improvement.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three year trial/probationary period may be required.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
• TDY maybe required up to 20% of the time.
