About the Position: Budget Analyst at the Combined Arms Command (CAC), G8, Resource Management.
This is a developmental position being filled at the GS-07 or 09 level. Management may select at either grade level. The full performance grade is GS-09.
Duties
At the developmental level (GS-07), you will perform assignments under closer than normal supervision. The full performance level (GS-09) entails the following duties which is not an all-inclusive list:
Verify that commitment and obligation documents are properly prepared and have the required supporting schedules and approvals.
Verify that cost estimates are reasonable and reflect all known costs by verifying air fares with the Transportation Office, equipment or supply costs with Procurement, and per diem rates with Finance and Accounting.
Ensure that commitments are entered timely and accurately in the automated accounting system.
Use statistical methods to show current execution percentages and serve as the basis for projecting future actions.
Write analyses to be used to brief the supervisor on funding status.
Gather data, performs analysis, and completes schedules for a variety of official reporting requirements.
Maintain automated commitment records for assigned Program Directors/key accounts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Secret clearance.
- At the GS-7 level, incumbent must obtain a Financial Management Level 1 certification within two years from entry-on-duty (EOD) date. Failure to obtain this certification within the required timeframe may subject the incumbent to adverse action.
- At the GS-9 level, incumbent must obtain a Financial Management Level 2 certification within two years from entry-on-duty (EOD) date. Failure to obtain this certification within the required timeframe may subject the incumbent to adverse action.
- This position may require temporary duty up to 5% of the time.

QUALIFICATIONS FOR GS-07:
Specialized Experience: One year of specialized experience which includes assisting with routine and recurring budget administrative duties such as compiling budgetary data to compose reports; checking budgetary records to determine availability of funds; and maintaining budgetary records for currency, accuracy, and compliance with regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance, etc. (NOTE: You MUST submit copies of ALL your transcripts.)

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. QUALIFICATIONS FOR GS-09:
Specialized Experience: One year of specialized experience which includes tracking funding requirements; assisting in compiling financial information for budget reports; and researching obligation discrepancies to assist in recommending corrective action. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree -in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance, etc. (NOTE: You MUST submit copies of ALL your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Time in Grade Requirement for GS-7: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).
Time in Grade Requirement for GS-9: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
NOTE: Applicants must meet all Time-in-Grade requirements and experience requirements within 30 days of the closing date of the announcement. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
