Duties
Principal advisor of the Planning, Programming, Budgeting and Execution process and technical expert to the Commander and Resource Program Officer.
Provide oversight regarding fiscal policy and law, Program Objective Memorandum (POM) input, risk analysis, Internal Management Control, Audit Readiness, civilian pay issues, acquisition management, and manpower management.
Budget Formulation. Develop, present, and coordinate budget submissions for inclusion in the total Army Corrections Command (ACC) budget submission.
Budget Execution. Develop and provide recommendations to implement policy changes to ensure mission accomplishment within budgetary restrictions.
Monitor execution of current and projected programs for adherence to resource estimates and utilization; identifies problem areas, trends, resource shortfalls, program imbalances, and areas of significant program accomplishment and deficiencies.
Supervise resource management staff and contractual support to manage critical resources capabilities/requirements and human resource actions.
Plan work to be accomplished by subordinates, set and adjust priorities, and prepare schedules for the completion of work.
Assigns work to subordinates and explains work requirements, methods, and procedures.
Develop performance standards and rate employees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Criminal History Background Check required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires the employee to undergo testing for tuberculosis prior to entry on duty and annually thereafter.
- This position requires the employee to pass a Criminal History Background Check. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense.
- IAW The Prison Rape Elimination Act, the MCC may not hire or promote anyone who may have contact with inmates, has engaged in sexual abuse in a prison, jail, lockup community conferment facility, juvenile facility, or other institution.
- This position requires the employee to complete the Army Corrections Command Pre-Service Training program to maintain security and control of inmates, appropriate staff/inmate interaction and understanding the rules of inmate conduct.
- The incumbent of this position will comply with all provisions of the 15th MP BDE Regulation 190-3, Rules of Conduct and ACC Policy Letter #17, Standards of Conduct.
- Personnel who enter the Military Corrections Complex (within or outside the fence line) consent to inspection of their person and property, including their vehicle.
- All confinement facility personnel shall have no civilian felony convictions or court-martial convictions for any offense with a maximum authorized sentence to confinement of over one year.
- This is a Financial Management Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 US Code, section 1599d.
- This position requires pre-employment financial disclosure OGE form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.

Specialized Experience: One year of specialized experience which includes 1) extensive experience coordinating the full range of budget activities (planning, programming, and execution) across multiple organizations; 2) evaluating program objectives to ensure budget funding recommendations meet objectives and; 3) utilizing manual processes and automated financial management systems, to run reports, verify expenditures and to distribute or reprogram funding for an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-[insert 11 or above]).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
