About the Position: Serves as a Budget Analyst for the Army Corrections Command (ACC) and is responsible for the planning, programming, budgeting and execution process for assigned organizations. The work requires infrequent contact with inmates convicted of offenses against the punitive articles of the Uniform Code of Military Justice. Duties
Responsible for all phases of the budgetary program Planning, Programming, Budgeting and Execution process.
Provides oversight of assigned Contracting Officer Representatives.
Provides oversight for the administration of the Government Travel Card Program.
Administer manpower control and procedures for all civilian authorizations.
Recommend or determine distribution of funds to support program plans.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires the employee to undergo screening for tuberculosis prior to entry on duty and annually thereafter.
- Personnel who enter the Military Corrections Complex consent to inspection of their person and property, including their vehicle, at any time their property or vehicle is within any area under the control of the Military Correctional Complex.
- The incumbent of this position will comply with all provisions of the 15th MP BDE Regulation 190-3, Rules of Conduct and ACC Policy Letter #17, Standards of Conduct.
- IAW The Prison Rape Elimination Act, the MCC may not hire or promote anyone who may have contact with inmates, has engaged in sexual abuse in a prison, jail, lockup community conferment facility, juvenile facility, or other institution.
- This position requires the employee to complete the Army Corrections Command Pre-Service Training program to maintain security and control of inmates, appropriate staff/inmate interaction and understanding the rules of inmate conduct.
- All confinement facility personnel shall have no civilian felony convictions or court-martial convictions for any offense with a maximum authorized sentence to confinement of over one year.
- Section 639 of Public Law 106-554 requires agencies to remove law enforcement officers from employment as law enforcement officers if they are convicted of a felony.
- The work is sometimes performed within the secure area of the facility where the employee must be prepared to defend oneself, or others, against physical attack at all times.
- The work environment is located outside the secured area of the facility, but performance of duties requires infrequent contact with inmates convicted of offenses against the punitive articles of the Uniform Code of Military Justice.
- Inmate contacts expose the employee to daily stress and the threat of potentially dangerous situations such as verbal and physical attack or disturbances by the inmate population.
- Requires Financial Management Level 2 Certification. Failure to obtain this certification within the required time may subject the employee to adverse action.
- This position requires the employee to pass a Criminal History Background Check.
- Department of Defense Instruction, Number 1325.07 states all confinement facility personnel shall possess a high degree of maturity.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes analyzing and developing resolutions to budgetary problems, such as recommending alternative funding methods; formulating budget estimates for programs; and providing budget guidance to be followed by budget/resource personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
