You will serve as a FINANCIAL MANAGEMENT ANALYST in the PLANS & PROGRAMS DIVISION (SP10) of COMMAND INFORMATION OFFICER BRANCH (SPCIO) of STRATEGIC SYSTEMS PROGRAMS. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.

Duties

You will present organizational and external briefings to convey program requirements as well as prepare internal/external SPCIO budgets. You will perform program analysis, including planning, programming, budgeting, funds allocation, accounts management, internal controls and reporting. You will analyze and evaluate unexpected changes and gaps in program plan and funding for resolution. You will work with other senior-level management regarding program planning, budget and execution of funding. You will monitor and track obligations/expenditures through continuing dialog with the CIO staff. You will generate branch budget execution reports using Navy ERP and inform the branch management of the execution status.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

• This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 (GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: executing financial policies, plans, or programs to ensure timely and effective allocation of resources by fulfilling the organization's mission.
