This position is assigned to the Health Care for Homeless Veterans (HCHV) Program which includes: the Homeless Chronically Mentally Ill (HCMl) Veterans Program (to include Substance Abuse and Medical Illness), Transitional Housing Program, Contract Residential Program, Transportation Program and the Grant and Per Diem Initiatives.

Duties

The Program Assistant functions as an Administrate Officer/Staff Assistant under the administrative supervision of the Coordinator, Health Care for Homeless Veterans, by providing administrative, programmatic and management support and leadership. The position requires incumbent to be highly organized, have comprehensive working knowledge of specialized and complex subject matter as it related to the homeless program's policies, procedures, and health care practices. The incumbent needs to be able to understand and interpret contract and accounts payable and as such make all payments that accrue to the HCHV program as a result of contracting for service arrangements. The incumbent must have broad working knowledge of Quality Assurance philosophy and practices as it related to the HCHV program at the St. Louis VA Medical Center (VAMC); needs to understand and be able to design, implement and/or supervise the veteran's tracking system from admission to HCHV programs, through discharge and follow-up. The incumbent will need creativity to create templates and graphics (e.g., Excel) necessary for HCHY documentation and statistical gathering, analysis and display. Duties include, but not limited to: Performs work in direct support of an administrative are such as: human resources, budget, procurement, purchasing, management analysis, or operating program analysis. Provides clerical, assistant, or technician level support from within an Administrative Office or from within a functional component such as the Human Resources Office, the Budget Office, the Purchasing Office, or a comparable setting. Work assignments involve a wide variety of problems or situations common to community based outreach services, intensive case management services, community residential treatment and sheltered workshops for homeless veterans, and coordination with agencies such as VA Disability Determinations (Regional Offices and/or Veterans Services Offices), Social Security Administration, Department of Disability Determination and Vocational Rehabilitation ensuring completion of all required documentation and follow-up case management for veterans receiving benefits or making application for the same. Provides assistance to analysts or managers in performing analysis and/or evaluation of operating program characteristics. Monitors the completeness of the HCHV case manager's intake forms and works closely with Health Administration Service to ensure a timely determination of a veteran's eligibility for VA services and entry into the St. Louis VAMC's computer health care system. The incumbent types, edits, maintain s current copies of HCHV and social work forms relating to program documents, letters, memos, reports and summaries, evaluations, program brochures, letters of introduction, and other types of written communications. Perform other related duties as assigned. Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assignments involving a wide variety of problems or situations common to community based outreach services, intensive case management services, community residential treatment and sheltered workshops for homeless veterans, and coordination with agencies such as VA Disability Determinations (Regional Offices and/or Veterans Services Offices), Social Security Administration, Department of Disability Determination and Vocational Rehabilitation ensuring completion of all required documentation and follow-up case management for veterans receiving benefits or making application for the same; providing assistance to analysts or managers in performing analysis and/or evaluation of operating program characteristics; analyze workflow to determine potential problem areas and makes recommendations to correct these areas and to improve coordination between the various units and/or offices. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires no special physical demands. It may involve walking, standing, bending, or carrying of light items. The work is performed in an office or similar setting requiring normal safety precautions against everyday risks or discomforts.
