Duty Location: Lakewood, Colorado and Location Negotiable After Selection, United States
The final determination of the duty station for this position will be made by the selecting official at the time of the job offer.
Duties
-Act as the Reclamation-wide program coordinator for Reclamation's title transfer program. Lead Reclamation-wide teams to carry out the program and to make necessary improvements to ensure the program is meeting Reclamation and Department of the Interior priorities.
-Manage and coordinate Reclamation's project management program, including developing policy and requirements related to project management.
-Manage and further develop Reclamation's alternative financing program, which includes exploring non-Reclamation appropriations to fund Reclamation activities.
-Develop policy, directives and standards, and guidelines for the program using Federal law, existing policies, and other requirements applicable to the program.
-Reconcile conflicts between basic policies and program goals and provide substantive recommendations to management.
-Conduct briefings for senior management, the Commissioner, the Assistant Secretary, and other leadership on Reclamation's title transfer program, project management program, alternative financing program, and other associated programs.
-Represent Reclamation in presentations to large groups of stakeholders and the public and serve as Reclamation's primary point of contact for the public for the programs.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated at least 5 of the following 6 activities: (1) participating in management and coordination activities related to Reclamation's title transfer programs, including developing a plan for the title transfer; (2) managing a project using formal project management techniques; (3) preparation of briefing documents for Reclamation's leadership; (4) preparing budget documents and information related to program accomplishments; (5) participating in the development or review of policy, directives and standards, or requirements such as funding criteria, related to water resources programs or projects; and (6) communicating with the public, other agencies or rule makers to explain or answer questions about programs or decisions made by Reclamation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
