About the Position:
You will serve as the as the focal point for staff advice and coordination on all matters pertaining to budget and fiscal activities, programming, reviews, and analyses, contracting, foreign military sales, personnel, administration, and designated management reporting requirements.

Analyze and interpret the status of the resources required and available for the various projects for the purpose of providing advice to the Commander which may significantly impact program milestone accomplishment.
Coordinate the resource management activities with higher headquarters, support activities, and the managers of the activity.
Responsible for the execution of administrative and personnel management functions related to the accomplishment of the assigned mission for the organization.
Requirements
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 15% of the time.
- This position requires a 3-year tenure agreement. Must sign DD Form 2889 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business - Financial Management Certification within 48 months of entrance on duty.
- THIS IS A FINANCIAL MANAGEMENT Level III Certified position. Selectees must meet position requirements for this certification at Level III within 24 months for entrance on duty.
- May be required to complete a one-year probationary period unless already completed.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.

Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13 or equivalent) grade level in the Federal service which includes: 1) Coordinating budget and fiscal activities for an organization's resource management success; (2) Making long term projections and analyzing cost of programs to avoid shortages of funding; (3) Participate in working groups to build five-year lifecycle cost, schedule, and performance thresholds; AND (4) Analyzing resource management related problems to define alternative solution recommendations.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.

CES provides leader development opportunities for Army civilians. The following course and time requirements apply to this position:
- The Foundation Course (FC) is required for all employees hired after 30 September 2006.
- The Supervisory Development Course (SDC) must be completed within one year of placement into the position.
- For supervisor at the GS-13 to GS-15 levels (or equivalent pay bands), the Advanced Course (AC) must be completed within two years after placement into the position. This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
