You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the SPECIAL PROJECTS BRANCH of the IR/RF SYS TECHNOLOGIES DIVISION in the SPECTRUM WARFARE DEPARTMENT of NAVAL SURFACE WARFARE CENTER.
Duties
You will support all acquisition efforts for WXR Division in support of PMA 272, Hill AFB, and other sponsors.
You will be responsible for planning and monitoring execution of best contracting strategies and methods to meet project requirements.
You will oversee development of performance-based contracts, Memorandums of Agreements (MOA), OTA requirements, DLA procurements, and other acquisition tools as needed.
You will support the management and sustainment of the IR/RF Systems Technologies Division Acquisition Plan.
You will develop, maintain and implement 5 year contract strategy for the IR/RF Systems Technologies Division.
You will be responsible for processes, metrics and reporting of contracting efforts, to include coordinating and leading the large contracts portions of Contracting IPT meetings
You will train, mentor, and advise, task managers, branch managers, engineers, logisticians, technicians, and junior staff on contracting and acquisition
strategies and packages.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-9/10 equivalency) in the Federal service or equivalent experience in the private or public sector identifying and analyzing technical project requirements to assist in the development and implementation of acquisition strategies while ensuring compliance with contract requirements.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree.ORSuccessful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Successful completion of an LL.M. degree that is related to the position being filled.
