You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the Department of Navy (DoN) Civilian Benefits Center (CBC) of OCHR NORFOLK OPERATIONS CENTER.
Duties
You will assist the CBC Operations Division Head with numerous Federal Civilian Benefits and Retirement program activities.
You will assist the CBC Operations Division Head in developing plans of action and milestones initiatives such as open season, year-end retirement, coordination of credentialing training, and program management/marketing.
You will serve as the Operations Manager for DON Civilian Benefits Center (CBC) and expert on Federal retirement and benefits programs.
You will serve as an expert planner, analyst, and advisor to the Director of the CBC on matters pertaining to Federal Retirement and Benefits Program, which areas include FERS/ CSRS/ FEHB, FEGLI, FEDVIP, FLTCIP FSA, and TSP.
You will serve as CBC liaison to various DOD and DON work groups to develop and implement consistent business processes and prepare guidance for release of new initiatives.
You will prepare high-level briefing packages regarding the retirement and benefits programs, and draft congressional inquiries using fact-finding and analytical techniques to resolve problems.
You will manage internal CBC personnel actions, prepare monthly CBC manpower reports and CBC retirement analysis, maintain career-ladder promotion lists, and develop position competencies for CBC personnel.
You will manage quality control process within the CBC including developing QC data integrity reports, analyzing patterns and trends, to make improvements and eliminate errors.
You will work with agency authorities on complex settlement agreements involving retirements and benefits, coordinating actions with the OCHR Operation Centers, DFAS and OPM.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing comprehensive knowledge of Federal Civilian Benefits and Special Retirements systems and programs to provide expert advisory services.
Experience providing daily guidance of federal civilian retirement and benefits initiatives to assist Civilian Benefits Director with numerous program activities.
Experience developing organizational metrics, key performance indicators, executive level summary reports, and analytics to assess and evaluate federal benefits program work processes and operating procedures.
Experience drafting responses congressional inquiries on federal civilian benefits and retirement issues and develop solutions in efforts to persuade officials to accept or implement recommendations.
Experience contributing to civilian benefit center's communications, marketing strategies, and policies to inform and educate civilian employee awareness, participation, and support of federal benefit and retirement programs.
