The primary purpose of this position is to: Serve as U.S. Space Command's (USSPACECOM) Signature Reduction (SR) and Identity Management (IdM) Program Branch Chief responsible for managing the Signature Reduction Program and ensuring the provisions of Department of Defense (DoD) support to USSPACECOM personnel, facilities, and operations.
Duties
Serves as USSPACECOM Senior Signature Reduction Subject Matter Expert.
Utilizes Program Management to integrate Intelligence Community (IC) security requirements, regulations, policy, procedures and control in the areas of SR, IdM and Sensitive Support Programs.
Serves as the CDRUSSPACECOM's advocate on all matters concerning the provision of SR, IdM and Sensitive Support for USSPACECOM personnel, facilities, and operations.
Implement DoD/USSPACECOM Policy, Facilitate Planning, and Manage USSPACECOM's Oversight Review Program.
Exercises supervisory personnel management responsibilities.

- Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis.
- Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.
- May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime.
- Disclosure of Political Appointments
- Work will require frequent travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft.
- Incumbent may be required to take part in test alerts and exercises.
- This is a Centrally Managed Position in the Operations Career Field.
Qualifications
Incumbent will be subject to a random counterintelligence (CI)-scope polygraph examination and psychological screening prior to gaining access and during the period of access to SAPs. All personnel must sign a SAP indoctrination agreement documenting this consent per AFI 16-701, para 1.4. Must satisfactorily pass such examination as a condition of employment.
A Bachelor's Degree with a concentration in Strategic Intelligence, Political Science, International Affairs or other related fields is desired; higher level such as a Masters or Ph.D. degree is highly preferred.
Formal SR training highly preferred; i.e. Advance Technicians Course (ATC), Advance Planners Course (APC), Due Diligence Course (DDC), and Traveler's Security Training Course (TSTC) (or a DoD approved equivalent).
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Comprehensive knowledge regarding how to develop, oversee, staff, and execute Signature Reduction actions tailored to the unique intelligence and operations requirements of USSPACECOM. Expert knowledge of unique intelligence and operational requirements for each mission set assigned to USSPACECOM special missions. In depth knowledge in the development and processing of SR plans/actions in support of DoD and USSPACECOM.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of the DoD SR Community's Directives and Instructions, U.S. law, National Security policies, and the ability to apply them toward USSPACECOM requirements.
Extensive knowledge of the applications and use of SR in support of operations, both as a technician and as a user.
Ability to participate in operational planning teams, participate in operational assessment groups and modify existing orders to affect ongoing operations; originate new ideas, projects, and methodologies.
Ability to initiate and independently execute projects and/or studies within established time constraints.
Ability to communicate effectively, both orally and in writing; articulate complex issues; and maintain good working relations.
Ability to effectively communicate issues and recommendations to decision makers and coordinate with immediate staff. Ability to explore and present fully the many facets of policy issues.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
