The primary purpose of this position is: Provide matrixed support to HAF A2/6, ISR Operations Directorate as the Extended Tether Program (ETP) Senior Subject Matter Expert for the Sensing Grid Division. Leads development of ETP policy, strategy, and strengthens community integration, collaboration and partnerships, in accordance with RAF A2/6s strategic priorities, through engagement with HQ Air Force.
Duties
Leads the growth and sustainment of the Extended Tether Program (ETP).
Serves as Senior USAF representative for ETP issues in service, Joint, DoD and IC forums.
Manages, plans and directs the integration of ETP into current and future planning efforts consistent with AF ISR support to operational and strategic requirements and needs.
Develops GO-level briefings, background papers, and staff packages for delivery to HAF Directorates, MAJCOM staffs, PEO Digital, Joint and IC organizations to articulate AF ISR position on various ETP issues.
Complies with all security directives in classifying, handling, disseminating, and transporting classified information. Independently demonstrates sufficient knowledge of AF, DoD, and IC regulations governing the safeguarding of classified material.

- Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include Mastery and significant expertise applying the comprehensive range of Extended Tether Programs, along with intelligence policy, guidance of extended tether program architecture, doctrine regulations and policies, research, collections, and analytical methodologies in order to inform planning, execution and assessment of ISR and Cyber Effects operations. Knowledge of the ETP architecture, doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s) and the structure, organization, roles and missions, and inter-relationships of the federated IC, DoD, Joint, Services and USAF enterprises including an expert level knowledge of ETP. Knowledge of the Air Combat Command and CAF multi-domain operations and information operations missions and awareness of the latest advancements in technology to initiate corrective or preventative action to ensure optimum performance of subordinate units. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In depth knowledge of the intelligence cycle and intelligence policy and guidance, and the structure, organization, roles and missions, and interrelationships of the national IC, DoD, and USAF; acquisition policy and guidance and the role intelligence plays throughout a weapons system's life-cycle; roles and responsibilities of field intelligence offices in support of life-cycle management of USAF programs.
2. Knowledge of the ETP architecture, doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s) and the structure, organization, roles and missions, and inter-relationships of the federated IC, DoD, Joint, Services and USAF enterprises including an expert level knowledge of ETP.
3. Knowledge of the Air Combat Command and CAF multi-domain operations and information operations missions and awareness of the latest advancements in technology to initiate corrective or preventative action to ensure optimum performance of subordinate units.
4. Knowledge of planning, programing, budgeting and execution processes, acquisition policy and guidance, and the roles and responsibilities USAF and national research laboratories, acquisition program offices, life-cycle management, and system testing enterprises.
5. Knowledge of a comprehensive range of intelligence research methods, techniques, and practices and advanced analytical principles, concepts, automated systems and tools and methods used to identify and analyze intelligence information to produce programing initiatives, identify targeting and intelligence deficiencies, and advocate for customer requirements.
6. Skill in communicating clearly, concisely, and with technical accuracy, orally and in writing, as well as work in a professional manner with peers, management, subordinates, contractors, academia, and other agencies to work out solutions to complex problems, prepare professional level documents, studies, concise point papers, and deliver General Officer (executive) level information and decision briefs for decision making purposes.
