This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need. This announcement will close at 11:59 p.m. Eastern Time on the date the first 100 applications are received or 09/26/2023, whichever comes first.

Duties

- Participates in all activities surrounding complex Other Transaction Authority (OTA) awards and Loans administered for the CHIPS Program Office, including, but not limited to, programs funded by the CHIPS and Science Act of 2022. - Assists in drafting procedures for use in the development, planning, and implementation of new other transactions agreement (OTA) awards, and/or financial assistance awards. - Develops policy initiatives in response to critical problems or as needed by changing circumstances. - Identifies inefficiencies arising from ongoing operations, develops background data, and proposes solutions; drafts guidelines, procedures, and internal controls for consideration. - Reviews proposed DOC/NIST policies, determines their impact on OTA, contracts, and/or grants/financial assistance award management operations, and recommends responses. - Maintains effective and efficient workload management and productivity, and is actively involved in the planning, development and execution of formal and informal projects.

  • Completion of Confidential Financial Disclosure, Form OGE-450

Qualifications

Applicants must have one year of specialized experience equivalent to at least the GS-11 level (ZA-II at NIST) in the federal service. Specialized experience is defined as experience with Federal grant or loan programs; OR experience serving and/or possessing authority to sign and approve Federal grants and/or loans. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application. The qualification requirements in this vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook.
