This is a Direct Hire Authority (DHA) solicitation utilized to recruit and appoint qualified candidates.
About the Position: This position is located at Schertz Medical Home (SMH), Schertz, Texas. The SMH is an Army Patient Centered Medical Home community-based clinic which provides accessible, high quality, cost-effective and customer focused interdisciplinary health care for TRICARE Prime active duty dependents, retirees and their dependents, and TRICARE Plus beneficiaries.
Duties
Serve as Practice Manager (PM) for a medical practice.
Develop plans, and programs to initiate, manage, control and assess the impact of new and on-going services provided.
Develop, prepare, and obtain statistical and narrative input on assigned programs in support of management reports/review and analysis/suspense actions.
Ensure the clinic maintains continual compliance with care standards for accreditation and certification to promote the consistent delivery of quality and safe health care.
Implement and support clinical and administrative processes in order to ensure all necessary resources are available for medical home staff to meet performance standards.
Participate in interviews, selection, and on-boarding of employees.
Provide first level supervision to practice administrative staff.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- One-year supervisory probationary period required.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.

- This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes developing and/or initiating plans or programs to improve access to care for patients; assigning work to other employees; and utilizing medical databases to monitor, trend, and analyze performance measures such as enrollment, patient satisfaction, and productivity. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
