The primary purpose of this position is to serve as an acquisition program manager responsible for developing, establishing, implementing, and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.

Duties

Reviews and directs the progress of contractors in meeting program objectives. Takes appropriate actions to approve terms and conditions set forth in negotiations, contracting plans and budgets, subcontractor participation, and addition or discontinuance of work by the contractor. Establishes management controls such as milestones, expenditure rates, management indicators, and management reviews to reflect program status and provide early detection of emerging problems. Develops, implements and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist. Plans, organizes, directs, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. Represents the organization at executive levels within the Government and to contractor/industry representatives. Prepares, presents, defends, and interprets staff studies to the supervisor and other management officials. Provides technical guidance, advisory support, and assistance in system/subsystem engineering, manufacturing, quality assurance, data configuration management, contracting, financial management, test/evaluation, and other technical functions. Serves on and leads Integrated Product Teams and working groups composed of various functional disciplines engaged in developing and recommending acquisition streamlining proposals and implementation plans. Provides continuous assessment/evaluation of overall program goals, objectives, strategies, performance to ensure a sound basis for long-range acquisition program management processes and follow-on system life cycle support planning. Represents the organization and higher management echelons and provides status information on assigned projects/programs, as required, in high level meetings and discussions with senior government officials, both within and outside the DoD. Manages, monitor, evaluates, and coordinates FMS country portfolio with consideration for all elements of acquisition and sustainment. DUTIES MAY INCLUDE FOREIGN MILITARY SALES (FMS) Makes periodic and comprehensive assessment and evaluation of program goals, objectives, which will provide a basis for long-range planning to enhance the organization's management capabilities.

  • This is an Aquisition coded position. Selectee must complete required certification level which will either be 1,2, or 3 within 24 months of assignment.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 equivalent (may have been obtained in the federal service, military, or public sector) Examples of specialized experience includes the following tasks: Assessing and managing the cost, schedule, and technical performance progress of assigned projects or programs through the required phases of the acquisition cycle; Developing and implementing program controls; Planning, organizing, and coordinating activities related to contracting, engineering, manufacturing, program control, configuration/data management, testing, financial management, or logistics processes; Reviewing and directing the progress of contractors in meeting program objectives; and Preparing briefings, studies, and other analyses for presentation to management officials and/or stakeholders. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Business and Industry Series, 1101.Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, principles, policies, and practices of systems acquisition and program management. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
