The primary purpose of this position is to serve as Air Force Life Cycle Management Center (AFLCMC), Detachment 6 (DET 6) Unit Training Manager (UTM), military Acquisition focal point, and provide supervision and administrative direction for the Commander Support Staff (CSS).
Duties
Develops the Air Force Life Cycle Management Center - Joint Base San Antonio Training and Customer Support Staff Programs. Interprets and promulgates DoD, AF, MAJCOM, other agencies and higher headquarters training policies and guidance.
Manages & implements both training policy, procedures, conducts training courses & CSS Programs. Implements the On-the-Job Training (OJT) program to ensure that proper training methods and procedures are being utilized to accomplish program objectives.
Administers the unit training program for all AFLCMC units at JBSA-Lackland, Medina Annex, and Randolph, Texas. Incumbent is responsible for all issues and policies for planning, administering, developing, and evaluating a comprehensive internal training and readiness program for all military personnel under Air Force Life Cycle Management Center.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
Conducts staff assistance visits within the AFLCMC units. Reviews programs to evaluate adherence on policies and procedures. Documents results and recommends actions to correct deficiencies.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-12 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

Examples of creditable experience include: Manages & implements both training policy, procedures, conducts training courses & CSS Programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of processes involved in military training programs, and/or processes relating to training programs in parallel business and industry organizations.
2. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources, as well as the principles, techniques, and objectives of test and measurement.
3. Knowledge of basic budget preparation as it applies to preparing operating and capital expenditure training budgets.
4. Skill in developing course materials and presenting formal and informal courses and briefings.
5. Ability to gather, develop, and analyze a variety of data and to make recommendations based on analysis.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
