You will serve as a ENGINEERING TECHNICIAN in the NAVFAC Facilities Engineering and Acquisition Division (FEAD), Resident Officer in Charge of Construction (ROICC), or Officer in Charge of Construction (OICC) office of NAVFAC SOUTHWEST.
GS-9 Salary: $64,722 - $84,135
GS-10 Salary: $71,272 - $92,658
Duties
You will serve as a construction Engineering Technician and provide engineering support services in the field of construction contracts primarily between the Navy/Marine Corps and private contractors.
You will provide oversight of the contractors' construction quality control programs for assigned projects.
You will attend selective quality control, preparatory and initial meetings, and monitor three-phase checklists for accuracy and thoroughness.
You will ensure contractor is conducting monthly site safety self-evaluations and evaluate safety performance.
You will maintain extensive contact with key contractor representatives to promote an atmosphere of partnering and cooperation and to quickly resolve problems and maintain construction schedule.
You will review contractor invoices for accuracy against actual work-in-place.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Engineering and Technical Management (ETM) Level I. Certification is required within 24 months of appointment.
- This is a bargaining unit position.
- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-10
Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Preparing pre-award technical reviews of contract documents for Bid ability, Constructability, Operability and Environmental compliance on Design-Bid-Build and Design Build projects of varying difficulty and complexity; 2) Performing Field Quality Assurance duties on construction contracts; 3) Providing contract oversight on contractor Safety and Quality Control programs and 4) Fully functioning as an experienced and independent Quality Assurance (QA) Representative in the field of construction in the areas of Structural, Civil, Mechanical and electrical building systems.
GS-09
Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Utilizing engineering concepts, principles and practices applicable to the full range of engineering disciplines (civil, mechanical, electrical, structural, architectural and environmental) required for the design, layout, execution processes of construction operations in order to provide input on construction projects; 2) Ensuring compliance of quality control plans for construction projects; 3) Making recommendations to resolve problems encountered during construction operations; 4) Conducting site assessments to identify potential safety and occupational health risks of work environments and 5) Facilitating coordination between commands with the use of effective communication.
