Duties
This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Renewable Energy Programs, Environment Branch for Renewable Energy.
This position is for one vacancy only. This vacancy can be located in Washington, D.C.; Sterling, Virginia; Camarillo, California; Anchorage, Alaska; or Jefferson, Louisiana.
Your salary will be set for the location that you will be working in. The salary range in this announcement the lowest salary to the highest salary based on the locations in the announcement.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
As an Environmental Protection Specialist (Environmental Studies Coordinator) in the Environment Branch for Renewable Energy, you will have the opportunity to work with multidisciplinary teams of scientists and professionals to support the development of offshore renewable energy on the Outer Continental Shelf. Duties will include:
1) Develop and provide direction to OREP staff regarding national policies, standards, and procedures related to environmental studies programs and regulations for Federal procurement.
2) Oversee coordination and planning of OREP environmental studies initiatives to ensure they meet the overall mission of the BOEM.
3) Coordinate the development, implementation, and tracking of OREP environmental contracts, cooperative agreements, and inter-agency agreements, including reviews of profiles and statements of work.
4) Analyze OREP program issues and projects and prepare and present briefs and related recommendations for management.
5) Coordinate directly and routinely with other Bureau offices, Federal and State agencies, private industry, and special interest groups.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework a set number of days per pay period subject to supervisor permission.
Salary Information for each location is below
Anchorage, Alaska: GS-14, Step 1: $131,199.00- GS-14, Step 10: $170, 556.00 per annum.
Camarillo, California: GS-14, Step 1: $134,766.00 - GS-14, Step 10: $175, 192.00 per annum.
Jefferson, Louisiana: GS-14, Step 1: $116,393.00 - GS-14, Step 10: $151,308.00
Sterling, Virginia and Washington, D.C.: GS-14, Step 1: $132,368.00 - GS-14, Step 10: $172,075.00
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the specialized experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Formulating, developing, and recommending national policies, standards and procedures relating to the planning, design, implementation, and conduct of environmental and socioeconomic research required to support the development of renewable energy; and
2) Correlating diverse renewable energy research needs on regional and national levels and recommending the priority of study projects; and
3) Developing and overseeing the development of project plans, statements of work, procurement package, evaluation of proposals, and monitoring of contractor performance; and
4) Reviewing statements of work, request for proposals, draft and final reports, and other project deliverables for technical adequacy, programmatic consistency, and cost effectiveness and recommending approval/disapproval, or modification and recommending changes where needed; and
5) Reviewing estimates of funds necessary to accomplish all proposed research.
Must meet all five statements.
