This position is located with the National Finance Center, Government Employees Services Division (GESD), Web Application Directorate (WAD), Payroll Web Systems Branch (PWSB) in New Orleans, LA. The incumbent coordinates with the other sections and branches in the analysis and development of new programs and changes to programs affecting his/her section and/or Branch.

Duties

Plans work goals to be accomplished by section, establish and adjust short term priorities for the section, and prepare schedules for completion of work objectives. Plans and directs the work of a variety of broad and complex projects and assists in resolving application issues to improve testing. Manages complex projects independently and articulates the position on controversial issues. Evaluates performance and gives advice, counsel or instruction to individual employees on both work and administrative matters.

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in Grade: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-12 is required to be eligible for the GS-13. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50s will be accepted. GS-13: One year of specialized experience, equivalent to the (GS-12) level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped you with the particular competencies to successfully perform as a Supervisory IT Specialist (APPSW). Examples of such experience include: (1) Testing, installation, implementation and support of new or existing application software (2) Evaluating new application software technologies (3) Creating test scripts and/or supporting documentation for testing software enhancement/new requirements (4) Assisting customers with application testing assuring software quality and functionality (5) Ensuring rigorous application of information security policies, principles and practices to the delivery of application software services. (6) Experience leading web-based application development projects and teams. (7) Experience with the business processes surrounding the Software Development Life Cycle to identify, validate, and resolve software changes of automated Payroll/Personnel systems, Human Capital Management Applications, and Time & Attendance Applications, e.g., Payroll, Benefits Administration, Payroll interfaces, etc. AND Attention to Detail - Is thorough when performing work and conscientious about attention to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
