This vacancy is for a Budget Analyst in the Executive Office, Office of the General Counsel, Office of the Secretary within the Department of Commerce.

Duties

As a Budget Analyst, you will perform the following duties (Duties listed at the GS-14 level): Use expert knowledge of Federal Government budget analysis theories, policies, practices, and procedures in participating with the OGC Executive Officer and Departmental officials in planning and coordinating budget activities and in formulating recommendations on all budgeting aspects of OGC's funding and budget structure. Provide authoritative interpretations of budget formulation and execution operations for assigned legal programs and activities to ensure proper use of resources and operations within OGC's financial limitations. Coordinate the collection, analysis, and compilation of budgetary data for recurring management and budge reports reflecting program progress and resource requirements. Serve as Property Accountability Officer for all OGC custodial areas. As such, ensure that all property within OGC is accounted for, disposed of, and acquired in accordance with Federal and Agency regulations and procedures. Perform a wide variety of administrative and analytical duties connected with the review, justification and presentation of the budgets for the Office of the General Counsel. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Overseeing budget formulation and execution operations; Collecting, analyzing, and compilating budgetary data to reflect program progress and resource requirements; and, Reviewing, justifying, and presenting the budget for an organization. To qualify at the GS-14 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: Providing authoritative interpretations of budget formulation and execution operations for assigned programs; Collecting, analyzing, and compilating budgetary data to reflect program progress and resource requirements; and, Reviewing, justifying, and presenting the budget for an organization's leadership.
