You will serve as a Satellite Human Resources Office Manager supporting the Naval Sea Logistics Center (NAVSEALOGCEN). You will supervise a Human Resources (HR) team that performs a full range of HR duties (staffing, classification, employee & labor relations, recruiting & outreach, workforce development, and workforce management).

Duties

You will oversee and coordinate reorganization processes to determine accurate and efficient organizational structures. You will oversee recruiting and student outreach event to assist with meeting talent management goals. You will oversee staffing and classification activities to ensure fair hiring practices are in place and to ensure command hiring goals are met. You will oversee New-Employee Orientation and Training Management activities ensuring NAVSEALOGCEN employees have appropriate developmental opportunities. You will oversee the employee and labor relations activities to serve as management’s representative and advisor in issues with the labor unions and employees. You will draft HR policies and regulations in support of NAVSEALOGCEN’s business practices. You will assign work to subordinates based on priorities, difficulty of assignments and capabilities of employees.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
