This position is located in the U.S. Department of Labor (DOL), Office of Disability Employment Policy (ODEP), Office of the Deputy Assistant Secretary(ODAS), Division of Administrative Systems and Financial Services (DASFS). The incumbent serves as a Grants Management Specialist expert for the grants program and serves as liaison between the Government and awardee organization.

Duties

Major duties for the GS-14 at the full performance level: Plans, organizes, and directs all grants initiatives and activities, ensuring that assigned projects and programs are compliant. The incumbent ensures that ODEP complies with legal and regulatory requirements. Provides training, technical assistance, oversight, ethics advice, expertise, and consultation to ODEP's CORs, program officials, awardees, review panels, applicants, recipients, and subrecipients as needed. Oversees, reviews, analyzes, and evaluates grants/assistance applications, plans, and estimates. Prepares, processes, issues, and tracks grants/assistance awards and compliance with reporting requirements. Develops program plans and work statements, issues solicitations, reviews proposals, and provides information to Grant Office in support of entering into grants for developing and identifying model practices and strategies. Serves as liaison with external customers, recipients, and awardee community to clarify, interpret, and resolve issues. Provides advice to the ODEP leadership on significant issues and problems related to ODEP's grants. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Presents detailed and comprehensive reports with any corrective action taken to ensure complete and quality resolution of discrepancies. Assesses and revises policies, processes, and procedures to find ways to improve the quality, timeliness, and efficiency of work.

  • Candidate required to obtain the necessary security/investigation level.

  • This position is inside the bargaining unit.

Qualifications

You must meet the "Specialized Experience" to qualify for Grants Management Specialist, GS-1109-14 as described below. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been one full year of specialized experience at or equivalent to at least the next lower level, GS-13 in the Federal service. Specialized experience includes administering, managing and monitoring regulatory and financial compliance of grant awards. Applicants must have performed at least four (4) of the following: Experience applying laws, Federal Regulations, policies and procedures relating to grants administration Experience independently planning, designing, and carrying out federal grants administration functions, projects, mandates. Experience providing post-award programmatic and financial federal grants administration development oversight, and execution. Experience resolving and/or developing new guidelines or processes related to Grants Management. Experience interpreting technical, legal, and regulatory requirements and audit decisions. Experience serving as an expert analyst and advisor to executive management on the administration of the grant program. NOTE: IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. Education

Applicants may not qualify for this position based on education in lieu of specialized experience at the GS-14 grade level.
