The primary purpose of this position is to develop, produce and articulate AF ISR strategic planning objectives in behalf of DCA/ISR. This position facilitates linkages with the IC, to include ODNI, OUSD(I), DoD IC, and the AF strategic planning community.

Duties

-Leads AF ISR in development of strategic planning vision, goals, and objectives. Interprets national security and military strategies and ensures intent is conveyed through ISR long range planning. Coordinates AF/A2 positions to implement national and military strategic guidance and joint/service vision, to include but not limited to National Military Strategy, National Intelligence Strategy, Strategic Planning Guidance, and Quadrennial Defense Review. -Deputy Branch Chief, IC ISR Strategy. Assists the JC JSR Strategy Branch Chief in planning, organizing, coordinating, managing, and directing IC JSR Strategy Branch activities. -Responsible for understanding and interpreting changes in AF operational concepts and their impact/effect on AF ISR strategic goals and objectives. Able to present and explain these changes and concepts to wider DoD and National IC and ISR strategic planning communities. -Familiarization with AF acquisition and requirements communities to coordinate ISR capabilities in accordance with AF strategic ISR planning objectives. -Build briefings, background papers, and staff packages for delivery to AF and interagency organization to explain AF JSR strategic vision. Complies with all security directives in classifying, handling, disseminating, and transporting classified information.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.

  • Desire Undergraduate degree or 8 years experience in the intelligence career field.
  • TS-SCI security clearance is required; polygraph testing is likely.
  • This position has been designated by the AF as a Testing Designated Position (TOP) under the AF Civilian Testing Program.
  • Required to travel by commercial and/or military aircraft.
  • Work environment may dictate occasional work beyond normal duty hours and shift work.
  • Thorough knowledge of DoD and Air Force security regulations.
  • This position may required random drug testing

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; and/or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expertise in the development of strategic planning as it applies to ISR capabilities and systems. 2. Comprehensive knowledge in analytic techniques employed in developing, evaluating, and interpreting quantitative and qualitative data and ability to use them independently to accomplish routine and complex projects. 3. Thorough understanding of the functions and operations of AF ISR and the national and DoD IC. 4. Strong interpersonal skills and high degree of self-initiative. 5. Ability to communicate both orally and in writing, and present briefings to senior leadership. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
