The primary purpose of this position is to serve as an electronics technician to provide an organic capability in the design, development, fabrication and integration of specialized electronic systems for development and testing.

Duties

Performs layout, assembly, and construction of specialized research and development systems to measure and acquire data in a variety of environmental field and laboratory conditions Performs checkout, evaluation, test, and quality assurance or specialized development systems Prepares specifications for procurement of new equipment and components required to support and conduct tests and measurements

  • The work is mostly sedentary; some walking, bending, lifting, and climbing is required in the initial inspection and final checkout phase of a project.
  • The majority of the work is done in a laboratory environment at the technician's bench. Testing may be performed on local and remote land ranges, aboard aircraft, at other bases, or at a contractor's facility.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Electronics Technical Series located here. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to perform design, layout, and fabrication of complex electronic circuit boards. 2. A thorough knowledge of electronic principles and practices, operating parameters, capabilities, and limitations of electronic systems and components associated with airborne and ground instrumentation systems. 3. Knowledge of basic electronic concepts and ability to convert theoretical ideas to functional components and systems. 4. Skill in the interpretation of technical data such as drawings, schematics, blueprints, and specifications of complete electronic systems. 5. Ability to use electronic test equipment. 6. Ability to read, interpret, correct, modify, and generate computer aided design schematics .. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
